The Umbral robe is one of the three pieces of the Umbral vestments, the mage set Shadow General Umbra wears. It carries the Ancestral robe bottom's bonuses with 3% magic damage instead of 2%.
Wear all three and the set makes binding and freezing spells 50% more accurate, makes your Tele Block last 50% longer, and adds a further 3% magic damage. The guide has the details.

It drops from Shadow General Umbra - one contributor, drawn at random, rolls for a piece - and comes out of the Umbral mystery box. Tradeable.
